LCAP Overview

Under Local Control Funding Formula (LCFF), the responsibility for allocating funds to meet students’ needs is given to local governing boards. To demonstrate how funds will be used to address eight priorities established by the state, school districts must develop and approve a Local Control Accountability Plan (LCAP) no later than July 1 each year. This three-year plan is to be updated annually. Once approved by the Board of Trustees, the LCAP will be the basis for expenditures in the District budget.

Goal 1 Meta 1

Provide effective district and schoolwide support systems, procedures, processes, instructional materials, and practices that support student learning.

Goal 2 Meta 2

In order to maximize leadership, structure, processes of the organization, and to execute our vision of instruction as effectively and efficiently as possible, SMBSD will institute the practice of evaluation of programs and establish leadership and teacher development programs.

In order to prepare successful citizens who are college and career ready and to ensure that every student will learn at grade-level and beyond by 2024, all classrooms will show evidence of our shared vision of instruction to include all five of the High-Quality Instructional Indicators (HQIIs) including a culture of learning with high expectations and challenging grade level standard based content.

Goal 4 Meta 4

English language proficiency rates for multilingual learners will improve as demonstrated by a 10% increase in the number of English learner students Reclassified as Fluent English Proficient, each year.

Goal 5 Meta 5

All schools will increase student engagement by intertwining social and emotional learning and academics, maintaining a safe, secure, healthy, and positive learning environment, and providing a supportive environment with strong adult relationships.

Goal 6 Meta 6

All schools will create a culture of respect and caring that supports positive relationships among all stakeholders and implement a parent engagement pathway districtwide. Parents, family, and community educational partners will become more fully engaged as partners in the education of students in SMBSD.

Goal 7 Meta 7

In order to provide equity and access through all grade-level instruction, all schools will increase diversity, equity, and inclusion by providing a culturally competent environment, a sense of belonging for all students and staff, and a supportive classroom culture.

In an effort to increase educational partner outreach and input, beginning in the 2023-2024 school year, contributions to the LCAP process will pivot from a single committee to participation among the many SMBSD committees including DELAC, Parent Advisory Committee, Student Leadership, School Site Councils, and the Strategics Action Teams aligned to the new SMBSD Strategic Plan. We highly encourage interested individuals to join one or more of these committees to ensure diversity and equity within the educational partner engagement process.

CA Senate Bill 98, Chapter 24, approved by Governor Newsom on 6/29/20, made several key changes to accountability requirements for the 2020-2021 school year. These include the establishment of a new requirement - The Learning Continuity and Attendance Plan, that must be adopted by the Board of Education by 9/30/20. The intent of the Learning Continuity and Attendance Plan is to memorialize the ongoing planning process for the 2020-2021 school year.

Santa Maria-Bonita School District (SMBSD) is seeking input from students, staff, families, and community members on the district’s initial draft of the Learning Continuity and Attendance Plan. The purpose of this plan is to describe how the district has and will continue to address the impact of COVID-19 and maintain a substantially significant continuity of student learning in the coming year. The final document will include the following key elements of the district’s plan:

Providing distance learning and, when public health conditions allow, in-person instruction
Measuring student progress and participation, as well as addressing learning loss
Providing supports for English Learners, Foster Youth, Students Experiencing Homelessness, Students with Unique Needs, Students from Migratory Families, and Low-Income Students
Ensuring access to technological devices and connectivity
Providing resources and supports that address student and staff mental health and social emotional well-being
Engaging students and families, including outreach to reengage students who are absent, unengaged, or at risk of learning loss
Providing school meals for students during all phases of instruction
Increasing/improving services for English Learners, Foster Youth, Students Experiencing Homelessness, Students from Migratory Families, and Low-Income Students

Essentially, the district would like to know what children need from their school and the district to be successful academically and emotionally this school year, and what do families, staff members and community members need from SMBSD to be able to help students be successful.

SMBSD’s Learning Continuity and Attendance Plan will be closely aligned to the 2020-2021 SMBSD Re Entry Plan and the 2019-2020 COVID-19 Written Report. Plan components are fluid and adapt to changing public health conditions. As public health guidance is updated and released, plan elements will be implemented accordingly.

SMBSD values the input of its stakeholders and will use input as part of a larger body of data to guide revisions. The draft of the Learning Continuity and Attendance Plan will be presented in a public hearing at the September 9th SMBSD Board of Education meeting and the final draft will be presented for adoption by the Board at the September 23rd 2020 Board meeting.
