Growth Furniture

Schools can request furniture to accommodate projected growth. Before placing new orders, Purchasing will collaborate with Student Housing and Attendance to verify that the requested furniture aligns with the District's growth projections. Our first step is to relocate excess furniture from other sites to fulfill these growth needs.

New Classroom Setup 1st - 8th Grades (Space Conversion to New Classroom)

To order a complete classroom setup for a space that has not previously been a classroom, you must select all items related to the grade level you are placing into that classroom and submit the form to Purchasing for order placement.

Existing Classroom New Grade Level

If you are converting an existing classroom into a new grade level, only select those items on the form that you may be missing to support the grade level for that classroom.

Purchasing will utilize available surplus furniture to fulfill growth needs before placing new orders for furniture.

Damaged Furniture & Obsolete Items

District furniture comes with a 10-year warranty for the replacement of defective items. If a manufacturer determines that furniture is defective within this warranty period, it will be replaced at no cost.

When considering broken furniture for replacement, we look at:

• Normal wear and tear
• Student damage or defacement
• Manufacturer defects
• Existing warranty issues

Cosmetic damage or the age of the furniture alone does not qualify it for removal or replacement.

Site Surplus 

The District Warehouse does not have storage space for unused or excess furniture. Here are some options for managing excess furniture:

Ask the site custodian to assess your current classroom furniture. If you have furniture in poor condition, swap it with excess items and submit the damaged furniture for disposal or recycling through the damaged furniture process.

Under Construction

Effective January 1, 2025, the bid threshold for school district contracts competitively bid pursuant to Public Contract Code section 20111(a) has been increased to $114,800.00. This bid threshold applies to any of the following:

• Equipment, materials, or supplies furnished, sold, or leased to the district;
• Non-construction services; or
• Repairs, including maintenance (as defined in Public Contract Code section 20115, that are not public projects (as defined in Public Contract Code section 22002(c)).

The bid threshold for construction services contracts remains at $15,000, unless the district has adopted the California Uniform Public Construction Cost Accounting Act (CUPCCAA).

SMBSD is a CUPCCAA  District, and as such bid thresholds for construction services contracts for agencies, including school and community college districts, are as follows:

• Public projects of $75,000 or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order without bidding;
• Public projects of $220,000 or less may be awarded by informal bidding procedures; and
• Public projects of more than $220,000 must be awarded by formal bidding procedures.

The exception for informal bids under CUPCCAA allows for a contract to be awarded at $235,000 or less, even if all received informal bids exceed the informal bidding limit of $220,000. This exception can be utilized under specific circumstances, namely:

• Governing board resolution: The governing board of the public agency must adopt a resolution by a four-fifths vote to allow the award of the contract under this exception.
• Reasonable cost estimate: The public agency must determine that its original cost estimate for the project was reasonable.
• Lowest responsible bidder: The contract can be awarded to the lowest responsible bidder under this exception.

Public Contract Codes require formal bidding and advertising for public works projects or purchases equal to or exceeding these specified limits.

Santa Maria-Bonita School District disposes of surplus materials and equipment regularly through an online auction process. Materials and equipment consist of items that can no longer be utilized in the district or are damaged beyond repair. Items can include furniture, school equipment, facilities equipment, appliances, and more.

Santa Maria-Bonita School District has partnered with GovDeals.com for online auction services.

Auction dates vary throughout the year, and the District encourages you to regularly visit the GovDeals.com Website for detailed information, to become a registered buyer, and to view a list of current auctions.

All sales are final. Buyer understands and the Buyer is purchasing the described property "AS IS", "WHERE IS", and with NO WARRANTY.

Pick-up hours are typically district workdays, Monday through Friday, 9:00 a.m. to 2:30 p.m., and by appointment only.  The successful bidder will be responsible for all packing and loading, or coordination with a third-party facilitator.
